Nevermind. I fixed this.
The plugin was only active and in use on a subdomain and not the main site.
After activating the plugin on the main site (which it will never be used on) the custom user roles are now available to Hide My WP.

That’s the login for the main site, not the multisite network admin.
I bookmarked this instead:
https://domain.com/wp-admin/network/index.php?hide_my_wp=1234
